A. Molzer 14ebf376f3 Move Directory from image into decoder proper 
This prepares allowing to iterate over a TIFF file with invalid images
while `Image` maintains invariants. For instance we precalculate the
amount of buffer space and verify that the count of strips makes sense
in the constructor—so we do not have to redo that for every other entry
point.

Replace chunked scratch-buffer approach with direct indexed writes
into the pre-allocated output. Simpler and faster in practice.

Replace single-byte pushes with chunk-based processing: pre-allocate
zeroed output, shuffle 4 values at a time into a stack buffer, then
copy_from_slice each byte lane into the output.
